SmartRail-Asia Congress & Expo
1st and 2nd December 2016, Bangkok
We attended the annual SmartRail Asia Congress and Expo, again, to review the development of the rail sector in South-East Asia - and its propensity to collaborate. This year, the event was held at a new venue, the Makkasan Airport Rail Link Expo Hall.
The event programme continues to broaden, with the incorporation of a new event ‘Transport Infrastructure Asia’ and an increasing range of presentations from leaders of regional rail authorities, and major infrastructure and systems businesses.
We attended sessions on ‘… Leaders Summit’, ‘Effective Procurement and Delivery’ and ‘Financing Models for ASEAN Infrastructure Projects’. There was a particularly pertinent session on ‘New Standards in Collaborative Working: Realising Positive Outcomes in Procurement and Project Delivery’, which was delivered by Neill Carruthers, a colleague at the Institute for Collaborative Working.

ISO 44001 Collaborative Business Relationships Receives International Approval

After a couple of months of suspense, the international ballot on the second draft of ISO 11000 returned a positive result.
Unlike conventional standards, it has been proposed that the draft ‘DIS2’ proceed directly to publication, omitting the conventional final draft ‘FDIS’ stage - with only minor corrections that do not have any technical implications being made.
ISO have stipulated a couple of changes. First, the title of the standard has been changed to ‘Collaborative Business Relationship Management Systems – Requirements and Framework’ to reflect the standard naming convention for management systems standards.
Secondly, the numbering of the standard has been changed to ISO 44001, retaining some pattern recognition with the old number. ISO had proposed, initially, that the number be changed to ISO 31101, without any indication of the provenance of the standard. ISO Catalogue entry.
We expect the new standard to be issued in February 2017.

Building and Construction Authority Visit

We were honoured to facilitate a UK study tour visit by the Singapore Building and Construction Authority to meet Constructing Excellence at their offices at BRE, in the UK.
The visit sought to explore standards and methods for improving the maintainability of the built environment in Singapore. The tour party also included members of the Housing and Development Board, JTC Corp and the National Environment Agency, led by the Building and Construction Authority.
The party also toured the BRE Innovation Park, at Garston, UK.

Part 2: Guide to Implementing ISO 11000

The UK CBR Committee met today and commenced development of a guide to implementing the new ISO 11000.
We spent this first meeting planning and structuring the work to be carried out on an initial draft of the Guide that was compiled by ICW. With key members focussing on key themes (eg. value or risk), we hope that we will have a draft ready for consultation by the end of the end of the first quarter 2017, with the final Guide ready for publication mid-2017.

New Framework Alliance Contract Briefing

The FAC-1 Framework Alliance Contract was published by the Association of Consultant Architects in June 2016. The architect of the new FAC contracts, Professor David Mosey, of the Centre of Construction Law at King’s College London, has published an interim briefing paper on the new form. The Association of Consulting Architects and the Association for Consultancy and Engineering have launched a new Framework Alliance Contract (FAC-1). This is the first document in a new series of PPC family Alliance Contracts. See the ACA press release.
We were pleased to be part of the consultation group that reviewed the draft documents in August 2015 and assisted the soft-launch in October 2015. See our news items, below. We look forward to the supporting Term Alliance and Project Alliance Contracts.

ISO PC 286 Meeting
ISO DIS 11000 Collaborative Business Relationships

ISO PC 286, the international standards committee that is developing the new ISO 11000, met in Milan at the offices of UNI Ente Italiano di Normazione (the Italian national standards organisation), from Monday 23rd to Wednesday 25th May.
The meeting had a packed agenda with three key topics: First, to review the comments received from the public consultation on the Draft International Standard ISO 11000 (DIS), that closed in April 2016. Secondly, to understand the reasons for the rejection of the DIS by in-active Participating (P) and Observing (O) members of ISO PC 286. And, finally, to decide whether to issue a second DIS (DIS2), or go back to the Committee Draft (CD) stage.
In most cases the public consultation raised familiar points (eg. the overly long text, caused by the incorporation of guidance and notes into the main text) that had been raised by the UK Mirror Committee and could be resolved in a systematic manner (see our 18th March news item).
The rejection of the DIS remains a difficult issue, involving perhaps some misunderstanding of the choices offered in the ballot (eg. why did one standards body, who had had few negative comments on the DIS, vote to reject the DIS outright - instead of giving it 'approval with comments'?) and possibly some international politics (eg. several standards bodies who had not contributed to the DIS or made any qualms known, simply rejected the DIS outright).
The comments received on the DIS (and practical experience of the CRAFT 8-stage model) indicate that the principles of the DIS remain sound. Thus, the committee decided not to return to the CD stage and make major changes, but to press forward with a second DIS.
In view of the changes to be made, the committee recognised that it would not be able to hit the original target issue date of October 2016, but hope that it will be possible to issue ISO 11000 by the end of the year.

ISO PC 286 met in Milan, at the offices of UNI Ente Italiano di Normazione, from Monday 23rd to Wednesday 25th May.
The committee decided to issue a second draft of ISO 11000 (DIS2). It is expected that the final ISO 11000 will be issued late 2016 or early 2017.

We are looking forward to the results of the meeting of ISO PC 286, that takes place at the offices of the Italian national standards organisation, UNI Ente Italiano di Normazione, in Milan, tomorrow.
The Committee will have a testing time, understanding the changes necessary to get a second draft international standard (DIS2) prepared and approved.
Hopefully, we have not lost much time and will be able to issue ISO 11000 by the end of this year.

International Construction Week 2016

We had another highly informative and productive week at the CIDB Malaysia's International Construction Week in Kuala Lumpur. This week of conferences and seminars was held in parallel with UBM's Ecobuild South-East Asia. Most events were held at the new Kuala Lumpur Convention Centre.
ISO DIS 11000 Collaborative Business Relationships
Rejection of the Proposed DIS

Last November the draft international standard ISO 11000 was put out to international review and ballot in order to decide whether ISO DIS 11000 should proceed to become a full international Standard. The voting closed on 6th April.
Unfortunately, the current ISO DIS 11000 was not approved. Although three quarters of the votes cast by the Participating (P) Members of the technical committee were positive, over one-quarter of the total votes cast by both P-Members and Observing (O) Members were negative. ISO regulations have hurdle requirements that at least two-thirds of P-Members vote in favour and no more that one-quarter of P- and O-Members vote against.
This will be a difficult decision for the ISO PC 286 Committee to accept, ie. where non-participating members have overruled a consensus of active members, since we expected that the ISO DIS 11000 would be ‘Approved, with comments’ and allowed to proceed for issue - once valid comments have been addressed.
Whilst the comments received from the ballot will be passed to the next ISO PC 286, we will have to undertake some research to understand the underlying and uncommented objections from O-Members, before we meet.
Thus, the next ISO PC 286 meeting, on 23-25 May 2016, will have to decide whether to issue a second DIS, or perhaps go back to the Committee Draft stage.

ISO 11000 Collaborative Business Relationships

The UK ‘Mirror’ Committee met on 14th and 15th March, at BSI in West London, to review the comments received from UK sources on the draft international standard ISO 11000.
One of our [GC's] key comments on the ISO DIS 11000 has been the difficulty in separating the mandatory text (typically, ‘the organisation shall …’) from the guidance text. Previously, guidance text (typically, the organisation should …’) and formal ‘notes’ had been easily distinguishable. Unfortunately, during the development of the standard, ISO’s formatting rules had changed and prior guidance and notes were incorporated into the main text of the standard. This change in formatting requirements made the draft standard appear longer and also made if far more difficult to navigate between the mandatory requirements.
Thus, we are pleased that the UK Committee decided to propose, to the main ISO PC 286 Committee, that guidance and notes be removed from the main body of the standard, to an Annex.
We look forward to attending the main ISO PC 286 Committee meeting, which will be held in Stockholm or Milan, next month.
Review of ISO DIS 11000 Collaborative Business Relationships

We have completed our review of the Draft International Standard ISO 11000 ‘Collaborative Business Relationships’, in preparation for the next meeting of the UK committee meeting at BSi, later this month.
The same process will be being undertaken by each of the ten national committees that are contributing to the standard. We will then be attending the ISO PC286 committee meeting to review all these comments, at the end of May.

This was followed by some invigorating and challenging questioning on the value and take-up of collaboration and management systems standards from a cross-industry audience.
